Benchmarking hub for Albania and Kosovo

Description of the activity

This IAWD-led project has established a regional hub for utility benchmarking in Albania and Kosovo, and has successfully carried out two rounds of utility benchmarking. In other parts of the Danube region, three equivalent hubs have been created through the Danube Water Program. These hubs form part of the European Benchmarking Co-operation’s (EBC) Europe-wide network of similar entities. Activities started in July 2014 and are ongoing.

Implementation of the activity

IAWD cooperates with SHUKOS, the Water and Wastewater Association of Kosovo, to manage this work program. EBC acts as a facilitator, provides support where needed and in May 2014 trained the hub coordinators Nadire Vitija of SHUKOS and Daniela Gega of SHUKALB in a workshop in The Hague, The Netherlands.

In early July 2014, SHUKOS hosted an initial orientation and training workshop in Pristina, attended by representatives of seven utilities from Kosovo and three utilities from Albania. The workshop elaborated on the concept of benchmarking and introduced the participants to EBC’s methodology.

After the initial workshop, an eleventh utility joined the effort. All utilities then collected a standard set of 2013 performance data as required in the EBC benchmarking methodology. The first round of entering data into EBC’s online system, conducting analyses and making improvements as required was carried out at a workshop held in January 2015. In May 2015, the utilities and the project team clarified problems concerning data uploading at a side meeting of the Regional Utility Management Conference held in Tirana. Based on this data, EBC prepared reports on selected key performance indicators, allowing the comparison of utilities and the identification of existing performance gaps.

On 30 June 2015, representatives of all eleven involved utilities and of SHUKOS met in Pristina for a second benchmarking workshop, repeating the data processing exercise with performance data from 2014. EBC and SHUKOS have been providing support and guidance in data collection and reporting to participating utilities throughout the project.

Challenges and lessons learned

The utilities participating in this benchmarking hub have been making good and relevant progress over the course of this project. Due to certain lacks of data, language difficulties and challenges in putting the required data together in the required formal reports, progress has been somewhat slower than anticipated. The Program team will continue to cooperate with the hub to make continuous improvements to the data collection and analysis process.
