UTVSI DVGW Technical Rules for Drinking Water Supply; UTVSI Competence Centre for Water Management - Training of Trainers by DVGW

Description of the activity

For this competitive grant project, IAWD, the Serbian Association for Water Technology and Sanitary Engineering (UTVSI) and the German Technical and Scientific Association for Gas and Water (DVGW) cooperated to both strengthen regional knowledge transfer and to update the status quo of technical regulations in water supply and the in protection of water resources. The partnership included establishing a UTVSI Competence Center and the translation of DVGW technical rules. Activities started in March 2014 and were finished in September 2015.

Implementation of the activity

Over the course of this project, UTVSI and DVGW developed an education program for water utility staff in the region. On the one hand, this program provides a methodology for a first phase of training the future trainers operating at the UTVSI Competence Center. On the other hand, the project team developed seminars and education material to be used as models for expanding the training efforts to further aspects of water supply systems.

Besides the preparation of this education program, a set of eleven technical regulations by DVGW were translated to Serbian. The documents cover a wide range of highly relevant topics such as network and failure statistics, benchmarking in water supply and wastewater treatment, rehabilitation of pipes, and drinking water disinfection. The German association supervised the translation and editing of the documents, which UTVSI prepared for printing and distribution. The contract with DVGW includes the permission to circulate 200 copies of each technical rule, summing up to 2200 documents that are now available to the Serbian water sector. All rules comply with both European and Serbian legislation. The rules themselves, as well as trainings based on them, are therefore ready for official recognition by the Serbian authorities.

On 4-6 August 2015, UTVSI, the Serbian Chamber of Engineers and Belgrade Waterworks organized a seminar on water distribution systems. The seminar attracted around 130 participants from Serbia, plus several guests from Sarajevo’s utility company and from the Hydro-Engineering Institute Sarajevo. Topics discussed at the seminar followed the technical rules translated in the project.

Challenges and lessons learned

UTVSI and the utility company of Sarajevo coordinated their competitive grant projects to maximize the benefit of translating DVGW rules into similar languages. This greatly increases the number of technical rules available to the water sector in Serbia, Bosnia and Herzegovina, and all of former Yugoslavia.

The project team did not manage to carry out the training of trainers as originally planned due to a lack of time and funds. This would be a priority for a potential next stage of the project.
